Justin Rockey (CEO)
Justin Rockey brings more than 25 years of comprehensive experience in the drywall and framing industry, having grown up in the trade and continued a multi-generational legacy. He began his career at PDC in 1999 in field operations, gaining hands-on experience across all phases of drywall construction, including layout and framing, board installation, taping, texture application, and punch-list completion. He later transitioned into sales and executive leadership, serving for many years as Vice President of Operations with responsibility for daily production, staffing, scheduling, and operational performance, before assuming the role of Chief Executive Officer.
Justin holds active California “C-9” (Drywall) and “B” (General Building) contractor licenses and maintains OSHA 30 certification. He is actively involved in industry leadership and advocacy, serving as a PRCC Board Member, a member of the Southwest Carpenters Residential Committee, and as a member of the Western Wall and Ceiling Contractors Association (WWCA). His leadership emphasizes operational efficiency, safety compliance, workforce development, and long-term strategic growth.
Outside of work, Justin enjoys spending time with his family and coaching his son’s baseball team.

John Rockey Jr. (CFO)
John Rockey Jr. joined PDC full-time in 1992 and possesses end-to-end operational expertise in drywall and metal stud framing systems. His field experience spans all phases of production, including layout, framing, board installation, texture application, and punch-list repair. He maintains active California “B” (General Building) and “C-9” (Drywall) contractor licenses and has in-depth knowledge of materials, specifications, building codes, and industry standards governing drywall and light-gauge metal framing assemblies.
John holds OSHA 30 and OSHA 10 certifications and serves as a Forklift Safety Instructor. He is CPR and First Aid certified, Hilti-certified in powder-actuated tool operation, and proficient in industry estimating platforms including Quick Bid and On-Screen Takeoff. His technical background supports accurate cost modeling, risk assessment, compliance oversight, and financial controls aligned with field operations.
In addition to his drywall expertise, John has extensive experience in general contracting and remodeling, overseeing residential and commercial renovation projects involving multi-trade coordination, scheduling, budgeting, and quality control. His background includes managing remodels, tenant improvement, and small ground-up projects, ensuring adherence to scope, schedule, safety, and regulatory requirements.

Rose Rockey (VP / Secretary)
Rose Rockey has been an owner and officer of the company for more than 35 years and currently serves as Vice President and Secretary of PDC. She is highly active in the Antelope Valley community, having served as both a volunteer and Board Member with the Assistance League of Antelope Valley, as well as a Board Member for Homes 4 Families.
Outside of work, Rose enjoys spending time with her family and golfing with friends.
